Marina Blu (Rimini): Shocking seizure of State Property despite favorable rulings
Assomarinas calls for urgent intervention from the institutions to correct a bureaucratic administrative error and invokes legal certainty.

An administrative paradox is destabilizing Marina Blu SpA, the concessionaire that manages Rimini's marina, pitting it against the Italian State Property Agency. The situation, which has now become an emergency for Marina Blu, was triggered by a "legislative layering" regarding state property fees, and has prompted Assomarinas to intervene forcefully, demanding decisive action from national institutions.
According to the association chaired by Roberto Perocchio, the risk to Marina Blu stems from an incorrect approach to the 2006 budget law: the law at the time would have retroactively changed the fees for tourist ports—already authorized at a fixed rate—creating a dispute that the subsequent 2020 legislation failed to fully resolve, generating situations of enormous injustice for investors who risk collapse due to financial demands not foreseen in their original business plans.
In detail of the Rimini affair, the newspaper chiamamicittà.it has highlighted a clear short circuit: the State Property Agency is proceeding with the seizure of the company's accounts despite the Bologna Court of Appeals, between late 2025 and early 2026, having issued three rulings declaring those fees undue. This creates a paradoxical situation in which the state's enforcement action ignores the courts' orders, pushing Marina Blu—given the significant amount of the forced disbursement—toward a financial default that would jeopardize its commitments to the banks and the very survival of the dock.
In addition to the unfairness of the action against the company, the repercussions would affect the entire local industry, as the marina supports over one hundred jobs, which, directly or indirectly through the activities carried out there, contribute to its operations. An interruption in the management company's operations would also cause a loss of value, undermining what represents a safeguard for navigation safety and an economic driver for the area.
Assomarinas and local operators therefore call for urgent re-establishment of consistency between public administration actions and judicial decisions, restoring legal certainty to those investing in the development of Italian ports.
