The Ministry of Infrastructure and Transport has provided clarification for recreational boating professionals. In response to a request from the Super Captains Team trade union, signed by President Armando Macrì, with the subject line "Request for clarification on the issuance of a ND license for holders of the "Second Class Officer" qualification," the Ministry of Transport has responded by confirming that holders of the new 2nd Class Recreational Navigation Officer qualification may obtain a ND Nautical License (for recreational vessels) pursuant to Annex III of the Ministerial Decree of July 29, 2008, No. 146 (implementing regulation of the Recreational Boating Code), and without taking any further exams.
The application must be submitted to the Port Authority of the place where the seafarer's registration is located. The following documents must be attached to the application: a) declarations in lieu of certificates of birth, residence, and citizenship pursuant to Article 46, paragraph 1, letters a), b), and c), of Presidential Decree No. 445 of December 28, 2000; b) a medical certificate, dated no earlier than six months prior to the application submission, issued pursuant to Article 36 of Ministerial Decree 146/2008; c) two ICAO-format photographs, one of which must be certified; d) a copy of the seafarer's logbook; e) proof of payment for the strict accounting form (€1,38); f) a revenue stamp at the current value (€16,00).

The clarification from the Ministry of Transport also highlights that: “If the title of 2nd class pleasure boat navigation officer does not include the sailing specialization, the category B nautical license is limited to pleasure boats with exclusively motor propulsion.”
