A.Ma.Di. and Amtc are also calling for a halt to the renewal of "major" professional qualifications in pleasure boating.
Following the appeal by Confindustria Nautica, Luciano Panizzutt intervenes to underline how the problems to be reported do not only concern the role of the Second Class Recreational Officer.

A few hours from statements by Confindustria Nautica which, through its president Saverio Cecchi, has denounced how the bureaucracy of the Ministry of Health is slowing down the issuing of the health certificate required for training courses to obtain the new professional title of Second Class Recreational Officer, two associations representing the interests of seafarers have come out into the open to have their say.
Luciano Panizzutt, a member of the Board of Directors of the Association of Maritims of Recreational Boating (A.Ma.Di.), expressed the following position, shared and supported by the Central Tirreno Maritims Association (Amtc), chaired by Captain Patrizio Caringi.
"We are pleased to see that even Confindustria Nautica is aware of the slow bureaucracy. Unfortunately, it only mentions the issues related to the introduction of the 2nd Class Recreational Officer qualification, which is the one affecting its clients, while saying nothing about the entire provision QM 12112005 (amended by Decree No. 227 of 13 December 2023), which is creating many difficulties for all recreational sailors, who are unable to obtain the necessary certifications due to unspecified obstacles," writes Panizzutt. He then goes on to add: "The implementation of the innovations brought about by the aforementioned revision would be truly important not only for recreational vessel officers and captains but for the entire Italian certification system, which could become highly competitive compared to the current certifications issued by other countries."
The A.Ma.Di representative concludes by emphasizing that "the Port Authorities themselves, on the front line when seafarers turn to them for clarification, are often embarrassed by being unable to provide comprehensive and definitive answers, often eternally awaiting phantom "circulars" from above that are supposed to clarify everything."
The association highlights the critical situation whereby regulatory changes introduced in recent months regarding professional qualifications for recreational boating have stalled their review, pending a resolution by the competent Ministry, which currently appears difficult to resolve.
