New shipbuilding hub in Cagliari: Expressions of interest now open
The production complex, located in the Eastern outer harbour, offers approximately 175 thousand square metres of space and docks

The Sardinian Sea Port Authority, which governs the port of Cagliari, has announced the publication of the "Notice of preliminary market consultation aimed at evaluating expressions of interest from sector operators" for the issuing of maritime state concessions for the new complex consisting of 174.700 square meters of open space and associated docks, divided into 13 lots grouped into 4 categories.
The first, of type A, will be intended for settlements dedicated to the construction, refitting, repair, and maintenance of pleasure and sports vessels over 50 meters in length, including complementary activities such as marketing and storage.
Types B and C, on the other hand, will host the same activities, but for smaller boats.
Finally, type D facilities are intended for engine repair, electrical and electronic system installation, and the manufacture and repair of textile and metal items, small parts, navigation instruments, and lighting equipment.
Interest from prospective concessionaires may be expressed for one or more lots, provided they are contiguous. For areas classified as types A and B, the adjacent bodies of water are also subject to concession.
The Sardinian Port Authority has announced that the businesses establishing the area will be responsible for the necessary infrastructure projects, such as paving the lots and constructing the buildings. For this initial evaluation phase of the expressions of interest, the Port Authority will consider the proposed land development projects, the management and organization plan for the activity, experience in the sector, expected employment levels, and, last but not least, the financial offer based on the size of the property to be granted under concession, which, by law, is currently set at just over €1,7 per square meter per year. This amount, in the event of competing applications, will serve as the basis for any price increases. Finally, the concession cannot exceed 40 years.
Expressions of interest must reach the Port Authority by 12 noon on April 8th.
Once an initial evaluation of the proposals has been carried out, the Authority will invite interested parties to submit, within 60 days, a formal application for a state-owned concession. This application will then be published for the purpose of receiving any objections or competing requests.
"The announcement just published is a market stimulus that will allow us to gather, with the widest possible publicity and transparency, all potential expressions of interest from operators in the shipbuilding and recreational boating service sectors," explains Massimo Deiana, president of the Port Authority of the Sardinian Sea. "Our goal is to welcome all those businesses capable of ensuring the effective and efficient use of the property, so that it can become a center of excellence in the Mediterranean."
