A technical meeting on state-owned land concessions with Confindustria Nautica has been launched at Palazzo Chigi.
In addition to the request to immediately complete the mapping of existing concessions, the association also reiterated the concept that tourist ports rely on resources that cannot be defined as scarce.

As announced The first meeting of the Technical Committee on State Land Concessions, convened by the Government and chaired by the Secretary General of the Presidency of the Council, President Carlo Deodato, took place. Confindustria Nautica, representing the recreational boating industry, participated, along with its associate Assomarinas and in coordination with Assonat-Confcommercio.
During the work, Confindustria Nautica reports, the need to complete the mapping of existing concessions as soon as possible was highlighted, starting with data from the Ministry of Infrastructure and Transport (MIT) and the Port Authorities, possibly supplemented where necessary, without further awaiting the development of technical instruments.
The intervention highlighted how tourist ports—which were mistakenly included in the 2021 Competition Decree (Law 5 August 2022, no. 118) and lumped together with beaches, while expressly excluded from the Bolkestein Directive—by their very nature rely on resources that cannot be defined as scarce.
The scarcity of natural resources is the basis for the application of the Bolkestein Directive. Tourist ports and marinas can be built on any type of coastline, including artificial structures, commercial ports, and industrial areas.
The total of approximately 750 recreational boating infrastructures, from buoy fields to tourist marinas, currently occupy approximately 30 linear km of coastline (both maritime and inland waters) out of a total coastal development of 8.300 km of maritime coast [ISPRA – Higher Institute for Environmental Protection and Research], in addition to that of inland waters.
The General Secretariat of the Presidency of the Council has expressed its willingness in principle to evaluate Confindustria Nautica's request to include the data of whether a permit was issued before or after the entry into force of the Bolkestein law among the elements recorded in the concession mapping.
